Effective January 1, 2026, a significant policy change will affect the export of steel products from China, including our core product: steel rails, particularly mine rails. The Chinese Ministry of Commerce and the General Administration of Customs have announced that starting on January 1, 2026, an export license will be required to ship certain steel products overseas. This policy applies to 300 categories of steel products, including steel rails.
For every export contract of steel rails, we are now required to apply for and obtain an export license through the official provincial commerce department platform before shipment.

According to official statements, this measure is not a restriction on quantity but is designed to enhance the monitoring of export statistics and, most importantly, to track and ensure the quality of exported products.
The policy is a strategic move to guide the Chinese steel industry toward higher-quality development. In recent years, the industry has seen rapid export growth, but this has sometimes been accompanied by price declines for lower-value-added products. By requiring a quality inspection certificate from the manufacturer as part of the license application, the authorities aim to foster a healthier competitive environment where success is based on technology and quality, not just price.

Suppliers who relied on shortcuts, such as "buying export licenses" or other irregular practices, will find it much harder to operate.

Slight Adjustment to Delivery Timeline: Previously, steel rails were often available from stock. Now, the need to apply for and obtain an export license for each contract adds an additional 3 to 5 working days to our standard delivery schedule. There is no change to the lead time for our other core products, such as mining locomotives, mine wagons, or rail-mounted rock loaders.
No Change to Product Quality or Other Procedures: The quality of our rails, the ordering process for your complete system (rails, locomotives, wagons, etc.), and all other commercial and shipping terms remain exactly the same. The license is an administrative step we handle entirely on our end.
We are already fully prepared for this new process. Our systems are updated, and we will proactively manage all licensing requirements to ensure a smooth transition with minimal disruption to your projects.
